ENH: lowerCSR: ignore lowerCSR for matrix type.

Reverting 267bd1af36 since makes it hard
to run cell-based algorithm on symmetric matrix.

- might become a problem if all discretisation
becomes lowerCSR based and lower() is never
constructed ...
