ENH: Added onStart option to timeControl for function object control

Browse Source 
Triggers function object to execute on the first time step.

Example usage:

    minMax1
    {
        type            fieldMinMax;
        libs            (fieldFunctionObjects);
        writeControl    onStart;
        fields          (".*");
    }
