TUT: update tutorials to use dictionary-style sets
...
- can now specify sampled sets as dictionary entries instead of a list
entry.
can now use: sets { ... }
instead of: sets ( ... );
This is similar to sampled surfaces and makes it easier to
manage with dictionary manipulation tools.
TUT: update to use writeTime instead of outputTime

TUT: use general 'scale' instead of 'convertToMeters' in blockMeshDict
...
- although this has been supported for many years, the tutorials
continued to use "convertToMeters" entry, which is specific to blockMesh.
The "scale" is more consistent with other dictionaries.
ENH:
- ignore "scale 0;" (treat as no scaling) for blockMeshDict,
consistent with use elsewhere.

Maxwell model for viscoelasticity using the upper-convected time

model from which it is instantiated, which makes it equivalent to the
