dd78e042fe ENH: reduce reliance on FOAM_EXT_LIBBIN during builds 
- just check WM_PROJECT_DIR instead.

- provide a fallback value when FOAM_EXT_LIBBIN might actually be needed.

Only strictly need FOAM_EXT_LIBBIN for scotch/metis decomposition, and
when these are actually supplied by ThirdParty.
All other ThirdParty dependencies are referenced by BOOST_ARCH_PATH etc.

Can therefore drop the FOAM_EXT_LIBBIN dependency for VTK-related
things, which do not use scotch/metis anyhow.

80db302666 Allwmake: Remove 'set -x' which generates a lot of noise 
'set -x' should be used for debugging.

Added command printing into wmake and Allwmake as a replacement for
'set -x' to log current target.

ffd9bb08a8 OSspecific: altered file tests 
- removed the previously added fileName type(), isDir(), isFile() methods.

- added optional bool parameter to isFile() function to explicitly
  enable/disable the check for gzip files.

- fixed minor bugginess where the default usage of isFile() would result in
  false positive matches.

- be slightly more stringent and use isDir() and isFile() instead of
  exists() function when we actually know the expected type.

3bbd01ebfb minor changes to Allwmake script(s) 
* use $WM_THIRD_PARTY_DIR variable in top-level Allwmake
  * test new shell idiom for Allwmake files:
        # run from this directory only
        cd ${0%/*} || exit 1
    this might be especially useful when building optional components

e0d3735b08 Filter out 'Optional' directories from 'wmake all'; these must be built 
specifically on the request of the user by running 'wmake all' or 'Allwmake'
in the directory as appropriate.
